How do I remove the vinyl residue that has accumlated on CD's that I've stored in multi-CD albums?

In 1999 I stored several hundred CD's in multi-CD albums that I purchased at a music store. The material has come off on the surface of the CD's, and I'd like to remove it. What would be the best way to do this? Soaking the CD's in the sink with soapy water? Windex? Some other solvent? I don't want to play CD's with this residue on them. Thank you for your help.

1. i had stored cd's in a multi-cd thing & they got dirty,to clean them i used Clorox wipes.another person i know,to clean her cd quick, she used a facial cleanse tissue! the on-the-go type.i dont know if these could harm certain types of cd's but mine seem to work ok.so did my friend's cd!
